划重点!预防船舶机电设备故障专项行动已经开始啦!(附英文版)

为落实水上交通安全治本攻坚三年行动的要求，进一步提升船舶安全水平，降低船舶机电设备故障风险，防范和遏制水上交通事故发生，中华人民共和国海事局于近期发布了《关于开展预防船舶机电设备故障专项行动的通告》。

专项行动时间从2024年4月7日开始，到2024年10月31日结束。

中国籍船舶应加强船舶机电设备维护保养；应当在公司的指导下按要求开展开航前自查，对自查中发现的问题隐患及时整改；积极整改船舶安全检查中发现的问题，加强对船舶机电设备的维护保养，消除船舶机电设备安全隐患。

同时需特别注意，船舶发生过机电设备故障的，要主动如实报告机电设备故障，并配合海事管理机构开展专项检查；12个月内发生过两次及以上机电设备故障的，应提前准备并提交故障分析报告和预防船舶机电设备故障措施方案，并请公司做好与海事管理机构共同实施检查的准备。

关于船舶机电设备故障原因主要涉及主机、舵机以及副机等设备，其中主机故障占比最高。

请各船舶在进入通航密集区前全力组织船员做好机电设备自查、维护和测试，加强落实船员进出港值班制度、机械设备操作规定、驾机沟通报告，加强机舱巡检，发现问题及时处理。

To enhance the safety of ships and reduce the risk of machinery and electrical failures that can lead to waterborne traffic accidents, the Maritime Safety Administration of the People's Republic of China has decided to launch a special campaign nationwide. This campaign will focus on preventing machinery and electrical failures on ships between April 7, 2022, and October 31, 2022. The following information outlines the relevant details of the campaign.

Ships should pay more attention to the maintenance of machinery and electrical installations, carry out pre-departure self-inspections as required by the company, and rectify any problems or hidden dangers found in a timely manner. Additionally, any issues identified during safety inspections should be properly addressed and machinery and electrical installations should be well maintained to eliminate safety hazards associated with them.

It is important to note that if a ship experiences a machinery or electrical failure, the crew onboard should take the initiative to report the failure truthfully and cooperate with the maritime administration to carry out a special inspection. By doing so, the ship can ensure proper maintenance and prevent future failures.

If a ship experiences two or more machinery or electrical failures within 12 months, a root cause analysis report and measures for preventing such failures from recurring should be prepared in advance and submitted to the MSA before arrival. Additionally, the corresponding company should be prepared for a joint inspection with the maritime administration to ensure the ship's safety and prevent future failures.
